Simply click on the *NEW* button, choose *Preference* blacklist or whitelist and add an IP which you want to blacklist or whitelist in the *Value* field. You may specify a single IP or an IP range using CIDR notation, for example: 192.168.0.0/24

This is a type of black/whitelist based on IPs. If you specify an IP or IP range as whitelist, for example, e-mails sent from such locations will never be marked as spam, for all your domain's e-mail accounts.

On the other hand, if you choose blacklist, connections coming from the servers whose IP you specified will be refused.
